On the 5 th October 2018, National Archives of Vietnam held a conference to ask opinions from ministries, central branches, some provinces and centrally-run cities and enterprises on the subject of information technology – the project “Management of e-archives of State Agencies”, which SAVIS Technology Group is a part of.
In the current context, management of documents is one of the basic tasks of state agencies to ensure the effectiveness of administrative reform, demonstrating transparency and accountability of activities using document information.
However, a survey of 264 civil servants from 132 state agencies shows that 85% of state agencies and organizations were having trouble in dealing with the management of both paper and e-documents. The status of document management at many agencies and organizations is assessed to be at an average, even weak level.
One of the reasons for this situation is the lack of basic research, lack of strategic direction, specific roadmap, equipment investment, etc… for e-document management. Therefore, the development of a plan for e-archives in state agencies is now urgent and necessary.
The project “Management of e-archives in state agencies” was established with the aim of improving the legal system and professional management process of e-archives; proceed to implement e-document in 2025, digital storage in 2030; establish a national digital document database and ensure that human resources meet the requirements of e-document management and archiving in the context of e-government.
Proposing software solutions and data standards for the implementation of the project, at the seminar, SAVIS presented Digital Preservation Management and e-Archive solution in the standard ISO 14721:2012, recommended by national archives of the United States, Australia, United Kingdom and other developed countries. This solution is awarded as a prominent product in the field of information technology software and service in Vietnam at the Sao Khue award ceremony in 2018.
